Background
The World Trade Organization (WTO), based in Geneva, is seeking to reform itself. At its 14th Ministerial Conference (MC14) in March 2026, its members decided to continue discussions within the General Council. Four tracks were chosen.
The key points
On 22 June 2026, Ambassador Nagai Katsuro, of the Permanent Mission of Japan in Geneva, was appointed facilitator for the ‘Decision-Making’ track. The Japanese mission announced it on 30 October 2026.
He will lead reform discussions in this area. Facilitators act in a personal capacity to help the General Council Chair move the work forward.
The other tracks are entrusted to the ambassadors of Malaysia (foundational issues), Botswana (development) and Peru (level playing field). The Ambassador of Kazakhstan will address any new issues.
