Background

The canton of Geneva devotes a feature to the 80 years of the Cantonal Office for Housing and Land Planning (OCLPF). One part looks back at the housing agreement of 2006. Before this agreement, Geneva housing had gone through years of tension.

The key points

In December 2006, under the aegis of State Councillor Mark Muller, the social partners, the real estate sector and tenants' associations agreed on a common approach. A negotiated balance replaced systematic confrontation .

In May 2007, the Grand Council adopted the law on the construction of public-interest housing (LUP). It also introduced Article 4A into the general law on development zones (LGZD). The objective: 20 % public-interest housing in the cantonal rental stock.

According to the canton, this rate ensures a sufficient long-term supply of affordable housing in a tight market. It is no longer just a matter of building. Homes must remain affordable, regardless of market fluctuations.

Key figures

  • 20 % : target share of public-interest housing in the cantonal rental stock
  • May 2007 : adoption of the LUP law by the Grand Council
  • 80 years : anniversary of the OCLPF

What's next

  • The OCLPF tracks the 20% target every year in its LUP reports.
