Seymaz-Sud: opponents fear a neighbourhood for the wealthy

On 27 October, referendum backers warned of a risk of property speculation on land close to a Léman Express station.

Background

Geneva voters decide on 29 November 2026 on rezoning the Seymaz-Sud villa zone in Chêne-Bourg. The project would turn it into an ordinary zone. The tenants' association ASLOCA launched the referendum against this rezoning.

The key points

On 27 October, referendum backers warned of a risk of property speculation on land close to a Léman Express station. They are calling for a no vote and fear a neighbourhood reserved for wealthy households.

In a development zone, the three-thirds principle requires rental housing, public-interest housing and owner-occupied flats. The ordinary zone provides no control over land prices, flat prices or rents.

Key figures

  • Area of the zone: 41,000 square metres, split into 45 plots.
  • Homes announced by supporters: at least 270, up to 400.
  • Housing vacancy rate in Geneva: 0.3%, according to the Council of State.

Who says what

Referendum backers:  Romain Gauthier, of the Rassemblement pour une politique sociale du logement, says that in an ordinary zone "the highest bidder rules". Caroline Renold, of ASLOCA, speaks of "a dangerous precedent".

The right:  the PLR, UDC, MCG and Green Liberals back a yes vote. They argue the project will allow homes to be built quickly, with the owners' agreement.

The Council of State:  it is calling for a no vote. State Councillor Nicolas Walder preferred a 4A development zone, which he says better meets the canton's needs.

The municipality:  Chêne-Bourg shares the view of a municipal councillor who opposes the ordinary zone, but not densification of the area.

What's next

The cantonal vote takes place on 29 November 2026. If the rezoning is accepted, a local district plan is planned to frame the future neighbourhood.
